Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to engage hostile guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
